I think Step 1 was a hardware upgrade to replace original charger with 72-Amp model.

Step 2 was software / configuration so the car would recognize it and permit 72-Amp/16.5 KW charging. Apparently required using Tesla's central systems to register the upgraded charger to your car.
 
Mine was just a software update as well. Build April 2017. Just paid the invoice, reminded Tesla service center several times and then just rebooted the car as per advice from the SC and voila, max. available amps jumped from 16 to 24A.
