It appears that they are still waiting for SCE to deliver the transformer. The concrete pad in the back of the lot is still empty. Most of the pedestals are still wrapped in plastic. I have never seen anyone parked in the stalls, other than Tesla owners taking pictures.

I think they are waiting on SCE to install a transformer. There is an empty concrete pad in the back corner of the lot with conduit sticking out of the center, right next to the gray tall metal cabinets. It's an unusually long way from the Superchargers though.

6 out of the 12 spaces (more or less the middle 6) have the "Use Last" line so I don't think it's related to handicap use.
