No, on the order page on my order it actually said REGISTER PERSONALLY. I think Tesla actually do the registration on the day of delivery or the day before, but will put the company name on by default unless it is marked as personal.

Im in favour of either. Any variation in pricing should be congestion based, not road based, and there's no way that will be successfully implemented from day 1.
