U effectively created a huge peak that covers both your peaks ( your peak is 5a all the way to 9pm) and u off peak at night. Since u cover both and in between that is why it functions as it should for you.

Do you have a shoulder period set up? Meaning the grey portion of the graph? If so tbc treats shoulders very similar to peak periods
