Final Update: I am in possession of my car once again. All repairs were completed last Friday and I picked it up Saturday. It felt like getting a Tesla for the first time all over again. To recap, my accident was on 2/14 and my car was ready to be picked-up on 8/23. That is a total of 27 weeks...

Not to my knowledge, but I am not sure. After the seat gets installed my understanding is that the last step is to send it to the Tesla Service Center for them to check everything and clear it.

Yep. This all sounds right. Currently at 4 and a half months waiting for my car to be fixed. Every piece of the repair process is made difficult by Tesla, but the parts taking forever is the most frustrating.

I can't specifically answer for NY, but your insurance company should be able to tell you with a quick call what the state requires. I have been without my car for 4 months waiting for repairs and in NC they definitely don't have to give you a comparable Tesla. I have been stuck driving a Nissan.
