This is actually great news. As a shareholder I'm very happy that they are looking after their employees and customers by limiting crowds.
With everything happening with coronavirus having people congregate at a delivery center is not wise.

That's their job. Why would they need your permission for that? The first thing they do when you bring your car in is verify if you're eligible for an update and if so they will push it to you. That's the best place to have an update in case there's an issue they can fix it right then and there...
Just FYI but "bug report", AFAIK does not send anything to Tesla. it only tags the info so when you bring the car into a service center they can download it.
I think you might be in the wrong group.
#1 feature of Tesla is OTA updates. Opting out of OTA updates, if possible, should be criminal as it puts people at risk by preventing security updates.
I had the notification on my phone when I woke up and when I clicked on it the app open and nothing. Went to the car no updates either
