If my Powerwall was installed by a third-party installer, does the request need to go to them or to Tesla?

Was looking at Tesla's Find Us map, and noticed this location listed as "8 superchargers, available 24/7." Is this location "back" or have they always claimed that despite blocking off most sites for service?
