Is any of the USB port on the Model 3 always on?
No they turn off when the car turns off. Check some YouTube videos about dash cam installs for Model 3, I think people are tapping into the 12 volt battery for it. -

It all depends on how many GPS satellites your car has locked on to at the time and interference in the area. I found setting mine to 24m works best, opens & closes as I'm at the bottom of my driveway -
