I'm selling a set of 2 Tesla Model 3 19" Sport Wheels (2018-2020 edition) without tires or TPMS, both with fairly significant curb rash and scuffing. I recently replaced this pair with new wheels, and don't really have the space for them.

I'm not sure how accurate they are, but usually used inventory cars have dozens of pictures covering the exterior condition which can be somewhat reassuring compared to a long-distance "new" purchase.
While I echo your sentiments, the poverty-guideline-based caps are unique to the increased rebate amount (i.e. $4,500 instead of $2,500).
The caps for the base $2,500 rebate are $150/204/300k for single/HOH/joint filers respectively.
One point that seems to be overlooked is that IIRC used inventory purchases also waive the $1,200 destination & doc fee (plus associated taxes).
In reality it's more like saving close to ~$1,500 vs. a new car (also factoring in for sales tax on the difference vs. the new MSRP).
Wow, is that actually legal? I can understand if the adjuster(s) are still finalizing details but if the claim is negotiated I can't imagine waitlisting/repair-deferment to be permissible by any reasonable consumer protection laws.

The difference is in being active and passive, though if as you're suggesting they actually refused to fix them (as opposed to them not offering, and your assuming they would not fix) then that is ridiculous of them given how easy the issues you mentioned would be to fix.

Do not e-sign the bill before your appointment.
When you visit the SC for your appointment you will typically need this to get classified as "due bill" work. If you reported these within a very short time of delivery (~72 hours?) you should be covered.
