Yes every spot facing 295 has a stall However not all the spots facing 73. Also from what I could tell one of the spots will be ADA which is not the case today so perhaps that’s where the odd number is from or maybe I didn’t count right. PSE&G was working on the pole last night too.

I just broke off the pieces that were sticking up as it's very brittle plastic. Thankfully it hasn't come off any further since.
