I rode low for 7 years in my prior MS. I noticed 2 things: 1. Uneven inner tire wear and 2. A front end 'popping' noise when I backed out of my garage every morning and cranked the wheel to exit my driveway (didn't happen in normal height mode). Nothing broken though.

Yup, confirmed. DMV finally updated their website, and are calling the new 2024 decals "burgundy" color: Current Clean Air Vehicle Decal | California Air Resources Board

I dont think so - the new ones have the bubble/round part of the decal on the right side, just like the green ones. Its a slightly different red as well.
