Update: Heard back from the service center. They have diagnosed an electrical component failure in the steering wheel and will be replacing the steering column. He also mentioned to me that this kind of failure is very rare and so they will be sending the old parts to California for further...

The car is 2016 December make. So it did not qualify for the recall.

Yes, I was in park when I shot this video. But moving it into drive did not help either. Same behavior.

Here is the video. As you can see when I try to move the steering, it resists back and vibrates.
