99% certain it's a scam. As you indicate, lots of red flags. You're going to be charged a returned check fee by BOA when the check bounces in a few days. My guess is the check won't be drawn on a BOA account and it will take several days for them to figure out it's fraudulent. Good Luck.

I have exactly the same issue (on a daily basis). Usually switching to another slacker preset solves the problem but not always. Occasionally it just starts working again several minutes later.

It was the Sunnyvale service center. I challenged them on the programming and even pointed out the TPMS reset button accessible to anyone on the config page. They insisted there is programming required.
