    Thanks for that information. The confusion is that I was leaving in the car just yesterday, and there was a message on the screen saying that I could open or close the windows from the app. I was in a rush, so I didn't read it thoroughly, but it made me think the app/car was ready.

In my enthusiasm to succeed I had not realized that the garage outlet wiring would have to come from my 4th-floor electrical panel, or, as you suggest, a separate meter and breaker need to be installed.     There is only one 120 VAC outlet and it is a common area resource only to be used to vacuum a car, etc. Not for continued use. It is taking power and charging that cost to the community.
