Yes. I stopped to charge there last Friday around 1pm, and saw similar behavior. All the stalls were full when I went to leave, with 2 cars waiting - but 1/2 the stalls were 'new' cars rather than customer cars. Not one of the better superchargers. :-(

I see weirdness as well - the forum links are gone, service purchase links just go to the root of MyTesla, etc. Looks like there's a re-design in progress that's kind of half-assed. I wouldn't worry about it.
