I unlocked my 2013 S40 to 60 for $2500. I also upgraded supercharging for another $2500. I have never heard of Tesla unlocking for free. I did hear a case of Tesla accidentally unlocking it at the time of delivery but later on after software update, they locked it.

The battery unlock involves only software. If supercharging is added and the S40 has the original charger, service center may need to upgrade the Master charger as well. My car charger stopped working and was upgraded when the car was 18 months old, so they did not have to change it now.
