Wondering if there was ever a resolution to this. I have the same “woodpecker“ sound on my 3, happens under the same circumstances as the OP. Unfortunately there won’t be a HW3 upgrade in the cards for me. I’m bringing it in this week, might be of some help to the techs.

Surprisingly - I have a lot of Chevy Volts working really hard to pass me then braking, I'm usually just driving w/ traffic at these speeds. 2 months of Tesla and this has happened like at least 10 times.

Application submitted: 1/8/19 Approval email: 1/25 Check received and deposited 2/7 I noticed there is a larger than avg gap between my approval and check receipt. I'm assuming there were changes they had to put in as my approval was officially pre-bankruptcy - like right before they filed.

How long did it take you guys to actually receive a check (good or bad) after you received the email stating your rebate was approved? I was approved the Friday (Jan 25) before they filed and haven't received anything. I am also wondering if this is all related.

So my CA registration paperwork is blank on the odometer reading, the temporary also was blank. I had concern when they scanned and sent it to me and they told me "it's fine." Every other car I ever bought, BMWs and Subarus, had the actual mileage in it. However my actual Tesla MVPA says "50"...
