    The brake booster is applying the hydraulic brakes. You can feel a very slight brake pedal movement down and hear a quiet 'click' when that happens. Maybe that's what is being described?

    Not a myth, it's the law (S 89(2) of the Road Traffic Regulation Act 1983). But rarely used as the chances of a conviction are much less than with evidence from an approved device like a speed gun, camera, VASCAR etc.
