    Not Refundable only applies if the tax credit is larger than your tax liability. It has nothing to do with whether you get a refund or owe the IRS. That has to do with your withholdings.

    I took a closer look, but am certainly not sure. From the AP: "One component of the bill would require that after 2024, no vehicle would be eligible for tax credit if its battery components came from China". Most electric vehicles won't qualify for federal tax credit I also checked the bill...
