Not sure what you are doing wrong, but with my car it always works. Obviously the lane needs to be clear to change into. I have never had a failure to change - Yesterday used it about 5-7 times on the highway.
In my Volvo XC-60 with City Safety (Volvo Emergency Stopping system), If you even touch the brake slightly with your foot - the car DOES NOT engage city safety as it assumes you are in control. - This may be the same case with Tesla Self Stopping ??
Had to drive my Wife's BMW Z4 today into the office, felt like I was wrestling with 1000 pound gorilla, love my Tesla's light steering and smooth driving. Sorry Z4 don't love you anymore......... even though you had pedal shifts. :(

I really like the HOLD, now driving with creep off becomes useful, no rolls forward or back before car powers away. Reminds me of driving a stick-shift where we would always apply the handbrake, at all stops and release when driving away.
