Found the problem: Door latch in the passenger door not working correctly. Took it off and hit it gently with a hammer 10-20 times. After that it worked! This will probably only be temporary. Part number in my case: 6008912-00-C (Front Right Door Latch Lock Actuator Assembly)

K15 is the relay for both fans, and K15 and K16 are the same type of relays, so its easy to test by swapping them around.

Thanks, but my fuse/relay box is not looking like that.. There is 2 separate boxes.. one of them has 2 fuses for the Fans (one for each).. but only one relay for both fans.. I think my Thermal controller might be faulty..

One more thing, Lets say that the 2 fans are supposed to always have the same speed, why have 2 PWM signals then? If the right one is receiving the correct signal then (in theory) I could just Connect that same PWM signal to both fan control modules?
