The 2019 100D says it has about 10% less range and 10% slower 0-60 than the current LR. It is my understanding they both have the same battery? What has changed?

The California air resources board just changed their rebate policy on November 1st. The new policy excludes electric vehicles costing more than $60000 delivered after December 3rd. So, unless the Model S I just ordered is delivered by December 3rd I am going to miss out on the $2500 rebate...
