That’s an APS truck. Looks like an issue with the grid connection or maybe the transformer went bad, not necessarily the supercharger. Transformers are in that box which APS is responsible for.

Some posts in the Arizona Tesla group about people charging today. Sounds like the installer was there waiting for the first people to hook up
