If I run the heat pump as much as I can, it roughly doubles my winter electricity usage compared to not using the heat pump at all. In reality I tend to balance heat pump and furnace usage for comfort reasons, so my electric bill is higher than before but not double.

Correct, it is WA state code. That means the car needs to comply to be sold in WA (and arguably titled in WA if purchased elsewhere). They could obviously sell it in another state with the yoke, provided the yoke complied with that state’s regulations.

I'm in a similar boat, received word last week that the current estimate for Powerwall availability is Q1 2021. I'm proceeding with a PV-only install and my installer will come back and add the Powerwalls when they're available.
