If you can get on NEM 2.0 and do not have often power outages, you are better off with larger system and no battery, especially if the larger system will cover fully your usage. NEM 2.0 works as a battery that can store energy in the summer and use it in the winter.

Utilities should increase the NBC a bit so they can make profit from that, while still keeping the payback period reasonable. It is very nice to use the utility as a battery as no other battery will store energy from summer to winter, so I don’t mind paying something to rent that battery.
9110 kWh is a bit low for 24 panels. PVWatts estimates around or over 10000 kWh even for purely east or west arrays with 45 degree tilt.

Your system may be a bit too big but it is already installed, so try to make best use of it. For example you could use space heaters rather than central gas and consider heat pump when you upgrade hvac. Can also consider heat pump water heater if you can install those somewhere where the noise...
Did you do anything special to get the powerblaster? Tesla refused many times to give me one. Even though the electrician thought they have temporary shortage. The energy advisors just told me to buy something on Amazon.
When NEM 3.0 is offered, you will lose NEM 2.0 if you install more than 1kw additional PV. Apparently will not lose it if you add storage only.
This is all hypothetical, since things can change, but since NEM 3.0 is expected to be worse than NEM 2.0, you would be losing the benefits of NEM 2.0...

My dish receiver uses about as much as the fridge 40w, always on. I was amazed to see this, it is 30kwh a month 10% of the baseline. Even more shockingly the water dispenser would have used about that much if not more, but we turn it off half.the time now.
Thanks for all suggestions, I didn't know the wattplan can check the various rates. It says C and D are about the same only the $10 minimum charge and a true-up of $70-80 while E2VA, my current rate is a true-up of $700. I gave it full access to PGE bill.
