FSD does this for me too around a certain tight, blind curve in my daily commute. It's MUCH better now than it used to be, but it still goes over the line a bit more often than not.

I'd say a little of both. I, for one, thought Tesla would have made much more progress by this point in the beta. Obvious progress has been made, but it sure does feel slow coming. Maybe my expectations were too high from the start.

It already does this to some degree. Early on in the beta, it altered my route to work because it consistently failed to make a certain left turn, every single time. I've also seen it plan fairly silly routes to avoid making moderately difficult UPLs.

Sure can, and that's most often what I do. It's an admittedly painless intervention on my part, but NoAP should still be able to do that on its own nonetheless. FSD should surely be able to do this, eventually.
