I got the 2022.12 OS update today and the bug was fixed. The pop-up window now displays farther to the right on the nav screen and it no longer partially hidden under the main supercharger list on the left side of the nav screen.

That is correct, it is not a deposit toward the car, it is a separate fee (on top of the price of the car) that they charge you just to place the order. It does not come off the price of the car at end.
