What difference does it make if my torque wrench is 130 lb. ft, not 129. Will that extra 1 lb.ft be over tightening?

Sounds normal. Mine, also 2022 sr+, is making same loud noise when parked, but it stops after some time (a few hours). It's from the hear pump. Services said it's normal after I sent them video of the noise. Post yours here to see if it's the same one?

You mentioned strata. If it's a townhouse and your panel is in the garage, and the 14-50 is installed within a meter or two from your breaker panel, it shouldn't be too expensive. Prolly around 400-500 CAD. In Canada, 14-50 will only be 40A (50A in the US). At 80% it's going to be 32A - exactly...
