This was precisely my experience. A string of warnings about wiggling the wheel, one right after another, until BANG, a strike. I also had the cabin camera unavaible warning multiple times yet still got a strike for not paying ateention. I thought it was unavailalbe?!

I've had this error many times and think it's related to 2 or more of my 5 strikes that got my kicked out of the FSD beta. Who do we complain to? Should the potential repair cost fall to those of us out of warranty?

Good points, but this presumes the car isn't misbehaving. The cabin camera error seems to be coincidental with the strikes occurring. Just recently on my Model 3 after getting the cabin camera not availble error, I got repeated apply turning force messages, which would recur less tha 10 seconds...
