yes it is, but the rates for TOU is Off peak 12 am-3pm 25 cents KWH then 3pm-4pm .45 kWh,4-9 pm .56 kWh 9-12 .45 kWh. its not practical for me. since the penalty rate is .49 cents Kwh and tier 2 is .39 cents
