I can confirm it's the .wav file causing the issue. You have to use a native .mp3 file and it works like normal. Glad you found this and said something! I couldn't find anything and finally figured it out some trial and error...

Sounds like an issue with your car. I'd setup an appointment and see what they say when they review your notes. I can confirm this has not changed for me on FSD (public build) and FSD Beta.
