Same issue for me. I can get it to work/focus by first summoning in forward or reverse for just a few inches. Then, the target comes to life and stops the flashing of status and allows for smart summoning.

Same questions as @thunderdanp. Doesn’t seem like batteries would charge sufficiently during the summer off-peak time (6am-noon), specially in Florida with the storms we get almost every day (and all this week, for instance); if solar power was pushed/sold to the grid from noon to sunset...
