You'd have to email your service advisor. I'd recommend doing it weeks (at least 3 weeks) before you get your car, because the plates will be mailed to Tesla.

They must have started this recently because that's what my SA said too. You have to pay extra for the black slimline. Pretty annoying considering I've never seen a Tesla on those ugly white and blue default plates before - looks like black slimline was previously standard

It will show on the invoice summary page, and the total price remaining will go down. It will take a few days to show up though. How it works is each person is assigned a separate bank account, so you just transfer into it and Tesla checks the balance.
