vanishing cameras?

I understood that the the 2 and 2.5 cars are now using the 8 cameras. however looking at the description on the S new car configuration it seems one has to "order"..pay for.. the full self driving version for the 8 cameras to be used? " Full Self-Driving Capability Build upon Enhanced Autopilot...
