Technically the first hour costs $3 but I was in there about 15-20 minutes and it let me out without having to pay. It may be possible to get the ticket validated fully or partially.

I'm not sure... you enter right into the parking garage off 7th St, immediately after passing under the rail lines. There's red Tesla signs after you get the ticket which direct you down to the chargers. The Blink chargers are on the same level and there's an escalator not too far that I imagine...
I just stopped by there at 4 pm and could charge at 72kW on one of the pull-in. There was one other Tesla plugged in.
I had to take a ticket but didn't have to pay to exit. Not sure if that is because I was only there for 15 min.

I might be wrong on this, but I think the 2nd row bench was just recently added to the 7-seat configuration and did not exist on Xs built before June, certainly not in a X P90D. So any 7 seater before June 2017 would be the 3 individual seats in the 2nd row which do not fold flat.
I have the same issue. I found that if the passenger seat is moved far enough back the buckle will hit the leather of the seat and not make much of a noise.
If only we could move the passenger seat from the main display......
I just received my 14-30 adapter, it is black with a faint brownish/reddish dot, with the number D17B0001437.

The passenger side seat belt knocking drives me crazy .... I have found that if you move the passenger seat far enough back, the seat belt buckle will bump against the leather which doesn't make a sound.
But since I can't adjust the passenger seat position from the center console like the 2 row...
