I doubt that it is that simple. I think they build them wherever they can get them. I'd be surprised if they aren't working on that mall @ El Camino as well. They have had EVgo chargers there for some years, I don't see them being ICED, so I guess enforcement is good. BTW, the EVgo chargers...

One possibility that comes to mind, maybe they wanted cash to build more factory capacity of their own. By now they must be blown away by the size of the market on the horizon.

It is interesting, those beams are super heavy duty. I'm not sure you can tell in the photos, but the ditch between upright beams and the fence (the entrance) is very deep, my guess is around 12 feet. Hmm, maybe they'll install a battery swap station. Or, maybe a Boring tunnel station...
