    The November 30th new zoning review was just approved yesterday (Dec 18th). The permit still shows as "Plans review in progress", so we'll see what happens in the near future.

    Even though Zoning Code was approved in late October, there's a new Zoning Code submission on November 30th. Perhaps Tesla needed to make a change warranting a new approval. This explains why the permit was still in "Plans review in progress" status.

    The zoning code review was approved on October 25th. All plan reviews listed on the permit are marked as "approved" now; however, the overall permit status is still shown as "plans review in progress". We might see activity at this site in the future.

However, Tesla just made a 4th submittal on September 7th, so this project is still alive. Given the city taking 5-6 weeks to review plans on previous submittals...

    As of this afternoon, the parking lot was fenced off, and there's clearly some mild renovation to the parking lot itself going on, but no signs of Tesla equipment or related trenching yet. Will keep an eye out next time I'm in the area.

    If you are comparing resistive electric heating vs gas (either tankless or with a tank), I would still expect gas to be mildly more cost-effective. A heat pump is really the only way I've seen to beat gas on cost-efficiency.

    Pasadena has their own municipal utility. But regardless of who is the utility, I think it ultimately comes down to city planning for the specific area. Anyway, this install is going to be a normal pad-mount transformer, as @Limited mentioned, so I guess the mystery is solved.

    True, but some locations have city planning requirements for underground transformers. Pasadena's first supercharger, for example, has 1500+ kVA with an underground transformer.
