With a lease Tesla doesn't have to pass anything to the customer if they don't want to. There is no requirement with a lease, Tesla gets all the incentive here

Talk to the DA not SA, all they will do is unassign the VIN and put your order on hold. Happens all the time regardless if you just got a vin assigned
