I think it's by mail only right now and it takes about 2 months from the time you mail the application. I don't know why DMV said you can't get it, unless you purchased a used car and the previous owner already had the HOV decals.

I applied a month ago and didn't receive anything yet. I sent the $22 check, which has not been withdrawn either. I am wondering if USPS delivered it to the right address!

Is there anyway we can contact the office that issues the decals?
