"12v" switch reading as 15v? Taking a few seconds to power off when leaving seat?

Have a 22 M3P and am working on hardwiring a uniden R8. Passenger kick panel had 2 bundles of wires, one vertical and the other curving into the vertical one. All the videos and form posts claim the 12v switch is the red wire in the bundle that curves. Tested said red wire and was getting 15v, not 12. I assume this is due to the fact that my vehicle has the newer lithium battery? Also, it does not power off the second my butt leaves the seat, it takes roughly 10 seconds to power off.

Anyone able to to confirm if this is correct?
