The removal of the neutral pin was to make a 14-30p adapter fit a 14-50r receptacle. That it works for a TT-30p to 14-50r EV adapter is a bonus. [Going the other way and removing the neutral pin on a 14-50 plug to use in a 14-30 receptacle is unsafe and should not be done, for what I hope are obvious reasons.]
Adapters suitable for EV and Tesla use are different from those for RV use. Tesla does not use the neutral pin on 14-30 and 14-50 and RV adapters do. For TT-30, I believe that the adapter suitable for Tesla connects the hot and neutral to the hots on 14-50 and ground to ground.
What kind of 120 volt outlet are you trying to use? Gen 2 Mobile Connector adapters are available for a wide variety of outlets.
