1st year (2018) of ZEV program in Quebec.

In 2018, Quebec was the only Canadian province to have a ZEV program styled after the one in place in California and about a dozen other US States. I believe BC has since put in place a similar system.

It was very easy for most constructors to meet the quotas. Superficially, they had to meet the same small sale percentages as in California. However, they had the advantage of being able to use credits for sales from 2014-2017 without having previously depleted those credits since no ZEV program was in effect in Quebec before 2018. Additionally, there is a provision in Quebec allowing partial credits for used EV sales that doesn't exist in the USA.

All in all, the total number of ZEV credits earned in 2018 was about four times the requirement. Some manufacturers like Chrysler and Subaru were short, but Tesla, GM, and Nissan were way over.

From an article by Richard Lemelin for Roulezelectrique, Tesla sold 15,841 credits. It is unknown how much income that represents. However, the upper bound is $5,000 per credit (the penalty constructors would have to pay the government for not earning or purchasing their required credits). 1,000$ per credit would amount to 15.8 million CAD.

Whatever the amount is, you might expect it to go up each year due to incremental increases in the quotas. However, as Mr. Lemelin points out, most of buyers covered themselves by way over purchasing for their 2018 needs. For instance, Subaru has bought enough credits to last until almost 2021.
