Yeah, I tend to agree that "00" is a space. For those of you that like cryptoquips, I've converted the (maybe) Huffman codes to letters & digits (b through z and 0 through 9), with instances of "00" replaced by spaces:

In other words, if "00" are spaces, then the above is a simple substitution cipher where English words are already delimited by spaces, and there are 35 non-space characters in the dictionary (probably some uppercase and/or punctuation, and possibly some lowercase English letters not appearing, as stated up thread). And because I sorted the (maybe) Huffman codes by number of occurences before replacing, letters in the above closer to 'a' appear more often, and closer to '9' appear less often.
