Nothing prevents tesla from routing the signals to center or dash display.
As long as mirrors are still there, the law is happy.
If you axe them off, it is your problem .)

A camera that far out would enable you to see your right front tire when pulling up to the curb so you won't scuff your rim ... I doubt it is meant for that, though.

Depends on if that camera is forward or rear facing.

full autonomous AP will require at least an 8 camera system 3 front, 2 on each side, and 1 rear. The side cameras are to see 360 around the car. I would imagine one of those would be good to put near the mirror assembly facing outward toward the front side.

That said, this most likely is their first swing at side cameras to remove the side mirrors.
