He mentioned that the coast-to-coast drive could work today, but they'd have to hard code a lot of it, essentially indicating they could "fake it" today if they wanted to, but that's not true L4 / L5 that they intend to deliver.
For the context, a guest on the phone was asking for the percentage of owners who opt in for driverless option.
Deepak Ahuja said "Not many people are opting in at this time."
Elon Musk then expanded why: "it doesn't actually work" so people who do buy the feature now, they buy it for a working feature in future.
