The key is to understand that minor bug fixes could mean anything. For example 2018.10.4 which revolutionised AP performance was a minor bug fix. Out of the blue.Minor bug fixes warrant a 28???? Why not 26.4?

In all seriousness, I am pretty sure that the 28 means 28th week of the year, so you would only see 2018.26.4 if it was released 4 times that week, but in this case it was developed 2 weeks later.

Right but we are in Week 32. In the past for about 1 year until recently it was pretty regular. They would release during the ODD Week for the previous EVEN week. So we should at least be getting 2018.30. Looks like things are a bit slow while finishing v9.From what I've read, Tesla versions their software updates by the date they're released.
For example, 2018.28.1
2018 would be the year released. 28 would be the week of the year it was released in. 1 would be an incremental number in case of multiple releases that week. I could be wrong, though.

I still have consistent phone as key issues with 26.3. I have no hope for a fix any time soon. Especially when Tesla Service keeps telling me.. oh, it will be in the next update... that was 3 updates ago.
