2018 is approaching - what regulation changes take effect?

Somewhere I've read that starting in 2018 (or the 2018 model year) EVs and hybrids will need some kind of "noise accentuation" (ie. something to make noise) while driving slowly. Is this confirmed or still just an idea that hasn't been passed legislatively? Any idea of what the noise factor is or what it's supposed to sound like? Is there any chance it'll be mandated onto existing vehicles?

Come to think of it, will it be installed onto the Model 3 right off the bat?

I found this, but it's an article from 3 years ago.

NHTSA Pushes Back Noise Requirement For Electric Cars Until 2018

Half of the cars need them by September 2018 but the guy running the country hates regulations and this is one they were looking to get rid of. They also want to get rid of the rear-view mirror and the back-up camera requirement. I do not think anything was decided.
