Yes it is true, however in my case as you can see no tunnel, good weather, so no obvious reason not to switch to NoA. Your described behavior was true before V10 on this same exact route which is my daily commute. Also now a previously NoA capable highway portion is not NoA capable anymore, a section where no tunnels at all.

THANK YOU for posting these - tesla just replied to my service request. They never installed the FSD package I paid 5000CHF for . Took me three month to realize it was just my car having an error and not a Swiss regulatory issue.

By the way, do you use the IOS app "Tesla Remote". With these app you can retrieve all parameters of your car like "APF2" which means you car is set-up for FSD.
