2019 SR+ wall charging only at 25 amps

SR/SR+ models only have a 32 amp onboard charger, so you'll never see 48 amps.
That said, you should get 32 amps. The display on the car's screen should be saying 32/32 amps. Is it instead saying 25/32 or 25/25?

What is the voltage reported before charging starts vs when it settles in at 25/32? If the car notices too much drop it'll start throttling. In your case, this would also imply a pretty bad connection along the way.
You might want to find another charging station (chargepoint et al) that you can try out, to determine whether its your car's problem or the charging station.

If it's displaying 25/32, your settings are limiting the charge rate. Tap the battery icon, then adjust the maximum charge rate up to 32A.

Yep, something is broken in there. Take your UMC and 3 to the service center(or have a service ranger come out) and get them to debug it.
