Not all wheels of the same size have the same inside barrel size. For example, the stock 18" aero wheels that ship on the non-performance versions of the Model 3 cannot fit over the larger brakes of the Model 3 Performance, however some aftermarket 18" wheels can.Not sure what they are referring to as Plaids can be delivered with 19" wheels from thr factory just fine and signature and other after market wheels should fit fine in 19 unless they have some odd build. There are plenty (probably more) all season and winter tires options for 19 " over 20.
Also if you are going to swap tires seasonally you might as well use proper winter tires instead of all seasons. They work much better as all seasons can still turn into hockey pucks in the right conditions.
In this situation, it's the other way around. The stock 19" wheels have a large enough inside barrel that it fits over the stock brakes, but T-Sportline's have a narrower inside barrel that doesn't.
